Strengthening the Dialogue Between the EU and Turkey in the Area of Migration and Security

About Project

The general aim of the “Strengthening the Dialogue Between the EU and Turkey in the Area of Migration and Security” Project is to contribute to the strengthening of the dialogue between the EU and Turkey in line with the EU Acquis' titles, "Information Society and Media", "Justice, Freedom and Security", "Foreign Relations", "Foreign, Security and Defense Policy". Project aims to increase cooperation between non-governmental organizations (NGOs), academics and policy makers in the field of migration and security, as well as to raise awareness in the media in the EU and Turkey. In addition, the project aims to change the perception about migration in the EU and Turkey and to close the knowledge gap about the causes and effects of migration.

"Strengthenin Dialogue between the EU and Turkey in the area of Migration and Security" Project is supported within the scope of the sixth phase of the Civil Society Dialogue Program financed with EU support and iöplemented by the Diretorate for EU Affairs.

Purpose

Within the increasing polarization of Turkish and EU citizens, there is a growing need to develop cooperation mechanisms and seek common ground to solve current problems and overcome common challenges such as migration and security.

In addition to the potential impact that our project will have on bringing the EU and Turkey closer together, there are certain target groups that will be affected by our activities. These include policy makers, civil society representatives, academia and the media.

Strengthening the dialogue mechanisms between European and Turkish NGOs, increasing the exchange of ideas between European and Turkish parliamentarians, academics and the media (EU and Turkish media) on migration and security policies and closing the information gap.

Project Activities

The Conference hosted by a Member of the European Parliament at the Press Club in Brussels focused on closing the perception gap on migration in Turkey and the EU, and provided a platform for constructive dialogue between around 100 representatives from the government, NGOs and media sectors.

During their visit to Brussels, Turkish delegates consisting of non-governmental organizations, academics and experts met at a high-level dinner with representatives of the European Parliament and the European Commission to discuss EU-Turkey relations from the perspective of migration and exchanged views with representatives of civil society and the media. In addition, the delegates also met and exchanged views with senior officials in the European Parliament, the European Commission (DG for Neighborhood and Enlargement Negotiations and the Directorate General for Migration and Home Affairs) and the European Foreign Relations Service.

Following the conference at the Press Club, press conferences were held to raise media awareness about ways to increase solidarity on migration.

A panel was held at the Vrije Universiteit Brussel to discuss possible ways of cooperation and future migration flows to face common challenges between Europe and Turkey. As speakers at conferences at Press Club and VUB, Turkish delegates had the opportunity to actively influence EU decision-making by presenting policy proposals on migration prepared by Turkish delegates throughout the project.

Belgian and EU delegates, consisting of experts, journalists, academics and non-governmental organizations, participated in a field trip in Ankara and Istanbul and had the opportunity to meet with immigrant associations, academics and immigrants. Delegates held meetings with Academicians and the Directorate for EU Affairs and consulted on immigration policies. They also discussed how they can increase cooperation in the field of foreign policy in order to prevent large migration waves in the future.

Experts and academics from Belgium presented their policy recommendations at a panel held at TOBB University of Economics and Technology, and focused on cooperation between the EU and Turkey in the area of migration and security.

In the third leg of the project, academics, experts and civil society representatives from Turkey visited Belgium again to determine the current security problems and ways of working together with the theme of “Cooperation between the EU and Turkey in the Field of Security” and met with the Head of the Turkish Desk of the European External Action Service. Afterwards, Turkish delgeates came together with the policy makers, experts, civil society and media representatives from the EU at a conference in Brussels.

Turkey ranks 1st with over 3 million Syrians

Turkey witnessed the largest mass migration movement in its history after the Syrian civil war that started in 2011. As of 2021, the number of Syrians under temporary protection status in Turkey has exceeded 3.5 million, and the ratio of this number to Turkey's total population has approached 5%.
